Combined High Risk Work Licence Course

6 Day Course | Location: Perth

Do you hold the correct licence to safely lift and direct loads on site?

This nationally recognised High Risk Work Licence (HRWL) program combines:

  • C2 – Slewing Mobile Crane (up to 20 tonnes)

  • DG – Dogging

Designed for individuals working in construction, civil, logistics, infrastructure, and industrial environments, this intensive 6-day program provides the practical skills and underpinning knowledge required to safely operate a slewing mobile crane and perform dogging duties in accordance with legislative and workplace health and safety requirements.

Participants will be trained and assessed to:

  • Plan and conduct lifting operations

  • Select and inspect lifting gear

  • Interpret load charts and calculate safe working loads

  • Safely operate a slewing mobile crane (MRC up to 20 tonnes)

  • Direct crane movements using standardised hand and whistle signals

  • Communicate effectively with crane operators and lifting crews

  • Apply hazard identification and risk control measures

  • Comply with all relevant WHS legislation and regulatory requirements


⚠ Important:
Competency in these units does not automatically grant a High Risk Work Licence. Applicable licensing and processing fees are payable to WorkSafe.

  • You the participant can submit an application for your High Risk Work Licence to WorkSafe, or; 
  • Nara Training & Assessing can assist with submission of your High Risk Work Licence application to WorkSafe.

Entry Requirements

To enrol in this combined HRWL course with Nara Training & Assessing, participants must:

  • Be a minimum of 18 years of age

  • Demonstrate sound verbal and written comprehension of the English language

  • Have strong mathematical skills (load chart interpretation and lifting calculations are significant components of assessment)

Please note:

  • Interpreters and/or online translation support are not permitted in accordance with National Assessment Instrument (NAI) Assessment Guidelines

  • All assessments are closed book, completed in English

  • No assistance can be provided once assessment has commenced

  • Students requiring additional learning support are encouraged to discuss their needs with Nara Training staff prior to course commencement


Personal Protective Equipment (PPE)

Participants must wear:

  • High-visibility shirt (hi-vis vest can be supplied if required)

  • Steel-capped safety boots


Identification Requirements

Participants must bring one valid form of identification, including:

  • One current photo identification (e.g. Driver’s Licence or Passport)


Upon Successful Completion

Participants who successfully complete both units will receive:

  • Statement of Attainment for:

    • TLILIC0022 – Licence to Operate a Slewing Mobile Crane (up to 20 tonnes)

    • CPCCLDG3001 – Licence to Perform Dogging

  • Notice of Assessment (NA) for both licence classes — enabling application for High Risk Work Licences (C2 and DG)


Course Overview

This combined 6-day course is designed for individuals who are required to both:

  • Operate a slewing mobile crane (up to 20 tonnes), and

  • Perform dogging duties including directing crane movements and selecting lifting gear.

Training is delivered at Nara Training & Assessing’s purpose-built Forrestfield facility, designed to replicate real workplace conditions and provide practical, industry-relevant experience.

Training and assessment includes:

  • Current legislation and regulatory requirements

  • Roles and responsibilities of crane operators and doggers

  • Hazard identification and risk management

  • Crane setup and pre-operational inspections

  • Load chart interpretation and safe lifting calculations

  • Slinging techniques and selection of lifting gear

  • Directing crane operations using standard hand and whistle signals

  • Safe lifting and load handling procedures

  • Shutdown, securing, and post-operational processes


What to Bring / Wear

  • Valid photographic identification

  • Appropriate protective clothing and footwear (no singlets, shorts, or thongs)

  • Steel-capped boots and hi-vis clothing (mandatory)

PPE such as hi-vis vests and hard hats can be provided if required.

Re-sit fees may apply where a participant is deemed Not Yet Competent (NYC).
